The former Residential Training Centre has been part of the local area for many years, providing an important institutional and training role. However, changing operational requirements and modern approaches to training and education mean facilities of this nature are no longer as well suited to current needs. Like many similar sites across the country, the site has become underused and no longer fulfils its original purpose.
As communities evolve, sites such as this can provide opportunities for new uses that positively contribute to the area’s future. While the site lies within the Green Belt, it is also previously developed land (brownfield), having been occupied and used for institutional purposes for many years. National planning policy recognises the importance of making effective use of previously developed land, including appropriate opportunities within the Green Belt, helping to reduce pressure on undeveloped sites and make better use of sustainable locations.
